The Milli Majlis adopted the amendments to the Election Code on June 2nd, 2008. Since December 2006, IFES and representatives from OSCE/ODIHR and the Council of Europe’s Venice Commission have been meeting with the government of the Republic of Azerbaijan to discuss possible amendments to the Election Code.

As part of this process, the Venice Commission and OSCE/ODIHR issued a joint interim opinion on the draft amendments of the Election Code in March 2008, which can be found on the Venice Commission’s website. The final JOINT OPINION was published on June 23^rd.
