Meeting with PACE Pre-election Assessment Mission

On September 16, 2008, IFES Azerbaijan Country Director, Dan Blessington, and IFES Project Coordinator, Shahla Mahmudova, met with the pre-election assessment mission of the Parliamentary Assembly of the Council of Europe (PACE) at the Council of Europe (CoE) office in Baku. Andreas Herkel, who heads the mission and is the PACE Co-rapporteur on Azerbaijan, introduced the members of the delegation representing the CoE member countries, including Senator Paul Wille from Belgium, Mevlut Chavushoghlu from Turkey, Hakki Keskin from Germany, Indrek Saar from Estonia, and Vladimir Dronov from Russia. Veronika Kotek, CoE’s Special Representative of the Secretary General, also participated. The informal and lively discussion focused on the numerous issues regarding Azerbaijani elections, such as election commission composition and the implementation of new legislation. Mr. Blessington also briefed the delegation on IFES’ election-related activities, and provided his thoughts on the pre-election situation and recent amendments to the election code.
