  • Dan Blessington, Country Director
    • Mr. Blessington, a native of Boston, Massachusetts, and resident of Arlington, Virginia, has been the Country Director of IFES Azerbaijan since June of 2005. From 1996 through 2004, he worked in several Balkan countries where he held a number of high-level positions involving public, international and electoral law and administration.

      He became the IFES Project Director for Macedonia after opening the office there in July of 2000 and served in that position until closure of the office in December of 2004. Prior to this, he served in Pristina as legal advisor to the Director of Election Operations and Head of Registration under the authority of the United Nations Mission in Kosovo. Previously he was a member of the OSCE Kosovo Verification Mission.

      In 1998, he became the first director of the IFES Field Office in Tirana, Albania. In 1996, he was Chief Prosecutor of the Election Appeals Sub-Commission in Sarajevo, a quasi-judicial body that enforced the electoral provisions of the Dayton Agreement.

      He has also worked on democracy projects in Armenia, Montenegro, Uzbekistan, Kyrghistan and Ukraine. From 1979 to 1993, he was an attorney at the Federal Election Commission in Washington, D.C. where he developed his knowledge and skills in political party and campaign finance regulation.

      Mr. Blessington holds an LL.M. in International and Comparative Law from Georgetown University Law Center in Washington, D.C. He is the author of From Dayton to Sarajevo: Enforcing Election Law in Post War Bosnia and Herzegovina, 13 Am. U. Int'l L. Rev. 553 (1998).

  • Shahla Mahmudova, Project Coordinator
    • Shahla Mahmudova has been working with IFES since 1998. She is Project Coordinator.
  • Gulnara Bayramova, Project Assistant
    • Gulnara Bayramova joined IFES in September 2007, as Project Assistant on the project for Election Administration in Azerbaijan. Ms. Bayramova holds an MA degree in International Relations from Baku State University and has participated in a number of local and international training courses and educational programs. Ms. Bayramova joined the IFES team after working with the British Council Baku office, where she worked as an Information Services Manager.
  • Ulker Agamirzayeva, Chief Accountant
    • Ulker Agamirzayeva has been working with IFES since 2002 as Chief Accountant on the project for Election Administration in Azerbaijan. She graduated with honors from the Department of International Economic Relations of the Moscow Cooperation Institute. After graduation she taught Accountancy at Guba Sovxoz Technical School and Economics at Guba Fine Arts Institute. She also worked as an accountant for various enterprises in banking, construction and commerce.
  • Dilara Shiraliyeva, Legal Administrative Assistant
    • Dilara Shiraliyeva has been working with IFES since July 2007, as Legal Administrative Assistant on the project for Election Administration in Azerbaijan. Shiraliyeva holds an M.S. degree in Law from Baku State University. She has worked as an intern in some international organizations, including the UNHCR (United Nations High Commission for Refugees) Baku office and IFES Azerbaijan.
  • Ayten Abbasova, Administrative Assistant
    • Mrs. Ayten Abbasova has worked with IFES since April, 2002. Prior to joining IFES, Mrs. Abassova worked with a variety of international, governmental, private and non-governmental organizations, including the British Embassy, KPMG Limited, and Azal Bank. Since her first job as a personal assistant to the Chairman of the Chamber of Commerce and Industry, Mrs. Abassova has had the opportunity to develop her capacity as an HR Consultant, a Translator and Receptionist.
